The BLM has not closed off the area completely- it is open for hiking and horseback riding. In this particular case, the BLM has not made any endangered / "endangered" species based policy decions that impact the ability of local residents to earn a living.
Rather, all the BLM did was restrict a particular form of recreational use. In addition, there are hundreds of miles of trails in the general area open to 4 wheelers.

Anarchy appears to be spreading. Romantic notions aside, anarchy, either left or right wing based, tends to spiral out of control.
