In general it is best to never say in general.
High altitude engagements in a densely packed thin skin tube is rather unique. High stress, difficult shot scenarios do require far more training than the average CCW graduate possesses. Many advanced classes have the student put into a high stress engagement to struggle- not being mean but to show there is a bit to know, practice and commit to muscle memory.
far more difficult to ingrain is the so-called 'killer instinct' as it really is neither in a well trained person. Funny the times a highly trained shootist is a miserable failure at 'sealing the deal' when in a deadly encounter. The time honored double or triple tap is quickly forgotten and it is back to target practice 'shoot and observe' one round at a time.
But a citizen with no real training in the 'gun-fight' or history of mental defect will fire multiple rounds to include a coup de grace in multiple people.
So best to in general never say in general...
