Israel has its problems with racist, extremist, fundamentalist, elements within in its society which exist on the fringe generally everywhere although especially societies like Israel which identify themselves as a religious state.

Doesn't mean its mainstream though, the bigger problem in Israel isn't racial relations is relations between the various Jewish sects especially the ultra-orthodox and the moderates and secular groups.

Black jews in Israel are generally ethopian, which was not an apartheid state, it has its own, ethnic and religious issues

You can't really argue that that racism is only a matter of fringe elements considering that the immigration policy in Israel mandated forced sterilization of African immigrants.
