now lets look at facts
your statement:
They can contract to do that in any state.

talking about getting civil unions or any contract that might grant marriage-like benefits

now the reality

1.) no contract is equal to the marriage contract, NONE
2. below are links to the states that ban civil unions, and or domestic partnerships and or any contract resembling such by same sex

It's a problem. Both at the state and federal level.

The VA AG is assisting in the process of fixing that problem. We're all glad for your support.

The 9th circuit's application of heightened scrutiny torpedoes the state's arguments.
