The question comes in whether or not your intentional defrauding the bank
If you try to take $1000 out of your checking account when up you know you on,y have $200, but you know the banks system is down....then I'd think you'd be partially at fault for defrauding the bank. They acted recklessly as we'll giving you money without being able to verify your limit, but you knowingly tried to get them to give you more than you had
That said, corporate hq at Walmart are idiots. I understand they likely didn't want to take the chance of negative affects from disallowing food stamp purchasers for an undetermined amount of time but I have to imagine that glitch would've been a legitimate excuse
If the bank makes an error in your favor, and then refuses to do anything about it - it's their problem and you're not on the hook. Walmart knew there was a problem with EBT cards and refused to take measures to correct it. They can go **** themselves.
