The Vatican is deathly afraid of change that's for sure. They have in the past made large, bold moves. Just not anytime lately and they just keep voting in really old guys that tend to be more stuck in their ways.

From what I understand he is far more apt to crack down harder on that crap than his predecessors.
 
Perhaps this was one of the reasons he was chosen.
