Homeowner Jailed for Hosting Bible Study

Yeah, the street isn't owned by any individual, it's owned by the local government and they set the rules for it. One car, it's not a problem and there is likely nothing the government would do. If you have maybe 50 cars instead once a week every week clogging the street; then the government may have something to say about that.
What could they do? The ONLY parking restriction in the city codes that would apply was for length of time... no longer than 72 hours, and I only visited for about 2 hours. It was a residential neighborhood and there were no signs posted with any other restrictions. And it wasn't part of a larger and consistent organized event, as in the case in the OP.

I lived in the same city, just a different part.

In terms of nominal, residential traffic flow. But the streets are not made to support mass traffic. You can likely try weekly meetings in which you clog the street with 40+ cars and after a few weeks when it becomes obvious this shall be a weekly effect you're likely to see negative repercussions. If you are stopping other people from being able to get in and out of their homes or for them to have people over to their homes in some reasonable manner then they will complain and eventually the government will intercede.
 
OT, but I once parked on a street while visiting a friend, a couple doors down from said friend. A person came out of the house I was parking in front of. The exchange went something like this...

Them: "You can't park there."
Me: "What?"
Them: "You can't park there!" (voice slightly raised)
Me: "Why not?"
Them: "Because you're in front of my house and that's my spot."
Me: I looked at them, looked at my car, looked at them, looked at my car, turned back to them and said, "It's a public street.", and walked away.

They didn't say anything else and just glared at me. I was concerned that they may be some whack job and do something to my car, but they didn't.

When we moved into our house the next door neighbor warned us about the crazy lady at the end of the street. We were told all kinds of stories about her. As part of my city's 4th of July celebration they set off fireworks down the street from my house. They're so close that we can walk to the field at the end of the street and cop a squat to enjoy the show. Most of the neighborhood meets at that field. To get there, you have to walk past this lady's house, on the side walk (there is a 3' side walk and a 4' easement into the street, so a total of 7' of walking space that isn't her property).

In years past, this woman has taken extreme efforts to prevent people from using the side walk and easement in front of her house. One year she pour ammonia on the sidewalk and easement. Another year she roped off the side walk and easement from edge-to-edge of her property line. This year, she stood at the base of her walk-way and screamed obscenities at every single person who walked on the side walk or easement (nobody set foot on her actual property at any point as long as I observed).

When I made my way up to where she was standing she switched her attention to me. Instead of responding with obscenities in kind as most of the neighbors had done I looked her square in the eye and said, "If you have a problem with our use of public property you need to call the authorities and report whatever illegal behavior you believe is taking place. If you are unwilling to utilize the proper channels then I will be forced to call the authorities to report your persistent harassment. I'm sure they'll be more than familiar with who you are, being as you were cited two years in a row for your previous attempts at controlling traffic."

She stared at me for a second, stomped off in a huff, and came back on her cell phone. Based on her end of the conversation I have to assume it didn't go as she wanted, because she was even more angry when she hung up.

Needless to say, I don't think I'll be receiving a "welcome to the neighborhood" gift at this point.

Right. Parking on a public street, in and of itself, is not an offense. Barring individual restrictions, such as posted signs that say "no parking from here to corner", and stuff like that. It only becomes so when combined with other related circumstances, as is the case with the topic of this this thread.

There's code for disposal of chemicals such as ammonia. I'm told the police were called and addressed the issue but since it was well before our moving into the neighborhood I have no idea what the consequences were.

In the UK it's technically illegal to obstruct the highway/road by parking on it. Nobody has a right to a parking slot in front of their house, but so long as people do so with reasonable care for others, there's no problem. It's there in the background to be invoked against thoughtless selfish individuals like this guy.

His 67 parking citations attest that local residents lives' were a nightmare. Maybe now he'll get the message.

I doubt it, he'll probably keep doing it, like he has since 2007. It's not like he doesn't know he's been violating the law, he just doesn't care.

All the city would have to do is put up no parking signs orre stricted length or time of parking. A person's personal parking obligations for parking at their own property is having parking places for themselves on their own property, not reserving a public street for themselves. Not go berserk because the street doesn't have a reserved-for-them sign.

But what is happening is rather obvious in fact. If people are illegally parking, they ticket the car - not go arrest or ticket the person they are going to see. They COULD end a problem if there is one with parking signs. But is it certain instead they wanted to ticket and arrest him.

How many times has code enforcement come into YOUR house or apartment to check for code violations? I bet NEVER. I bet they didn't come an measure your doors and check out your sprinkler system and emergency exit signs that you don't have.

Local government is also the easiest to control if you get off your ass and do something about it. If you sit around and wait till they throw you in jail for something, it's too late. Local governments are also the easiest to get away from.

Shacks don't meet code. Rich guys houses and meeting locations meet code. It is criminal for anyone to meet but there and only those invited get to come too. I guess you figure you'd make the invitation list.
