Yeah, because he's the Democrat holding one-third. Not to mention, he's the one that's promised to by-pass Congress at every available oppurtunity to promote his crazy agenda.
There is very little that Obama can do to significantly impact the economy (for better or worse) without congressional approval. Actually, there is very little that he can do anyway. Unless Congress decides to pass another massive stimulus, which doesn't seem to be in the cards, all that Obama can really do is to appoint a good Chairman of the Federal Reserve (which he did)...who has to be confirmed by the Senate anyway.
In the absence of strong fiscal policy, the economy will just do whatever it's going to do. The idea that the president can singlehandedly solve economic problems is ridiculous.
