Really? I need to explain this to you?
For ****'s sake. People are acting like someone made the conscious decision of "I'm mailing this purple heart to a veteran, I'm going to make him pay the shipping!"
It's a bureaucratic error. Some guy handed some other guy a box and said "put Rob Dickerson's medal in here and send it to him." That guy put the medal in a box and handed it to some other guy. "Send this to Rob Dickerson." That guy gave it to FedEx. FedEx charged the shipping because that's what FedEx does. None of the people in this chain had any idea why the medal was being shipped instead of presented at a scenario, the rest of the backstory is irrelevant.

Your contention is that somebody made the conscious decision to charge the guy shipping for his purple heart?
I'm not the one assuming he knows what happened. That would be you.
This is what happens when you create an out of control bureaucracy.
An out of control government.
It's not the government's fault its the Army's fault, someone(s) down in that office made a mistake. And its the Army's responsibility to make sure it doesn't happen again whether its a revision of policy, I can't imagine this is encouraged by any kind of policy, or a counseling of the employee, perhaps their supervisor too. But I agree Army bureaucracy is a rediculous rat maze.
