Cartels eventually break down because they realize they can reap huge short term profits by under cutting their own members. It usually takes a while and some sort of outside competition, but it always happens. The only time it doesn't happen is with "natural" occurring monopolies. These can happen when there is only 1 source or 1 buyer for a product. Oil, right now, is not a natural monopoly.
