Chuck Todd is a "journalist". He's the former Chief White House correspondent for NBC News who's currently working at the network as a political analyst and the host/moderator of Meet the Press, a weekly hard news program focusing on the political news of the previous week. Chuck Todd works in the news division at NBC where it's his job to report the news and the stories of the day from Washington DC in a fair, straight, an unbiased fashion.
Sean Hannity, Tucker Carlson, Laura Ingraham, Jessie Watters and Greg Gutfeld are not journalists, don't claim to be journalists, and don't host hard news programs. Every single one of them are hosts of "opinion" shows, where expressing their personal political opinions and beliefs is in the job description.
The people you listed from Fox News are all completely up front about their political biases, while Chuck Todd is not. Todd claims to be exactly what he's supposed to be for NBC News, a fair, unbiased journalist and host of a hard news program, but has a very obvious and unmistakable left wing bias that's clearly displayed in his reporting and when conducting interviews. Chris Wallace, host of Fox News Sunday, is an example of the unbiased reporting that Chuck Todd only pretends to do.
