Your link is misleading, in that American comercialism way.

Technically, beer is made from only Barley for the grain ingredient. In Germany for example, it cannot be called Beer, by law, if it has other types of grain.

I've drank wheat beer in Germany and it's called beer.

To be called just "beir" means the only grain is barley, and no other added fermentation. Ether of the two you quotes are indicating wheat is in it, and not being deceptive.
