In a sense the the wall has already been paid for four times over simply by illegal immigration being down by 80%. The recent uptick is obviously due to the new composition which are more difficult to deport by the inclusion of weaponized families.
And by the lack of money flowing from the US to Mexico by increased values...Mexico has paid for the wall, enforcement, healthcare. etc. and will continue to do so.
