Putin has no "empire".

Russian Federation is a republic. And Putin was elected as were the four prior.

As to modern it was modern enough to provide launch systems for NASA for quite a while now. Before that they were modern enough to launch the first satellite. Their space stations lasted longer than ours. Russian scientists, artists and writers continue to contribute to the arts and sciences. They have a number of Nobel Laureates in physics.

And why wont you give the source for the picture you posted?
