I just installed this the other day and have a couple of hours into it. I guess it's the first installment of a plan to add Cyrodil (ES - Oblivion) to Skyrim and, so far, it seems to be a success. This isn't adding a few new features to the game. It's adding a whole new game to the game. There are new alchemy ingredients (lots of them), new crafting material (I think. I now have "Bronze" as a crafting option) and a few new enemies (variations on current wildlife).

My first impression is that the modders really tried to recapture the Oblivion feel while maintaining the Skyrim textures. The city of Bruma is a faithful recreation of what we had in Oblivion and very well done. The style of the buildings is as I remember but with updated graphics. I actually find myself wandering around looking for the same NPCs and quests I remember from the earlier game.

The other two things that have so far stuck out to me is the voice acting and the roads. The voice acting isn't as good as Skyrim but it's very professional and not the annoying crap you usually get. I should note, however, that the producers seem to be fans of somewhat longer conversations than you may be used to from the Bethesda games. The roads are also kind of reminiscent of Oblivion. LOTS of winding roads and wandering between places. I'm not sure why but it's not as relaxing to just wander the roads as it is in Skyrim. Maybe there isn't as much scenery.

Anyway, I'll add to this as I get more time in but I'd definitely like to hear impressions from anyone else that's playing it.
