The BEST Possible Solution

You're talking about a lot of tubal ligations and vasectomies. The people who need them most are going to be the ones who can least afford them. So who's going to pay for all this surgery?

Group effort. Insurance.

Far less expensive than pregnancies and children.

If it ends the abortion debate completely, the Catholic Church might foot the bill for everybody.
 
Fund science to the point where upon the onset of puberty/sexual maturity, a few (3 to 5) dozen eggs from every female can be harvested and kept alive in a state of limbo for decades. Also need to preserve a few million live sperm from every male for decades.

Then, surgically sterilize everyone after their "harvest" is complete. Vasectomy for guys. Tubal ligation for girls.

Perfect solution.
No more unwanted or accidental pregnancies. No more pregnancies from rape or incest. No more abortion. Ever. (just std's to worry about)
Plus the disgustingly unnatural need for birth control is no longer an issue either. (std's are only an issue for sluts and whores)

Any time a couple wishes to have a child, they go to the "depository" and have their designated egg and sperm mixed together in a test tube and implanted into the woman's uterus.

A bonus to this new system is that women past menopause could still have a new baby.

If you add in Kal'stang's incubation "vats", you could potentially keep having babies even after you die.
Just leave your sperm and eggs to your children in your will, and they can keep making babies for you.

So to highlight:

1) Harvest sperm and eggs at onset of sexual maturity.
2) Suspend indefinitely for use at any time over the next 5-10 decades
3) Sterilize everyone surgically after deposits are collected

End result - abortion stops being a hot-button issue for everyone for the rest of eternity.
Absolutely zero unplanned/accidental pregnancies.

3. As someone who lost one of my parents at a young-ish age, in no small part due to him being older than average to have had a child, I cannot possibly endorse the idea of encouraging senior citizens to reproduce. Do you have any idea what it does to a child to lose a parent young?

4. "Test tube babies" are dramatically more likely to have chronic disabilities and health problems.

5. STD's are as big an issue in monogamous relationships as they are in hooking up. Even virgins get STD's (all of the viral STD's can be transmitted by non-sexual means, and in the case of herpes, most of us get several strains of it in early childhood, which can and do transfer to the genitals).

6. Even sterilization sometimes fails. It is especially likely to fail in people who had the procedure at a young age.

To solve all above objections except #5 ( which there is no current solution ) we only need to require all males have reservable vasectomies in their early teens. once the male becomes 50 or whatever age deemed too old then the sperm is discarded.

This way the woman is artificially inseminated and does not need to go through egg harvesting unless she has other fertility issues.

All good points. The chance of Legislation with these obstacles is between Nil and Zero.
