He didn't say he wanted a nationwide plan for that. That was not what he said his plan was at all. He basically gave those colleges a pat on the back for offering that type of scholarships. Many scholarships are privately funded as the one that my son goes to college on right now. Funded by businesses in the area.That's absolutely irresponsible. No, I beg to differ. Romney definitely endorsed a baseline grant program during the opening question. Anything approaching that is irresponsible to the extreme. For his sake, I hope he's lying.

I definitely think you misunderstood him. That is not what I heard him say or thought he meant at all.
I think states should give massive tuition cuts/grants/scholarships to people who do community college for 2 years first. It would save them a fortune and force 4 years to reign in their costs.
