Joe Biden didn't invent this tactic... it's been used by incoherent blowhards and crazy people on public transportation systems the world over for centuries... just talk and talk and talk until noone wants to hear what you say and they just sit there silently and pray it ends quickly...

I'll await your support for you suggestion that he voted for the war, as opposed to giving the president the AUTHORITY to use force IF NECESSARY. These are two different things that should not be conflated. Congress did not what to tie Bush's hands as he pressed Saddam to cooperate with inspectors and comply with sanctions, so they gave him the big stick. That does not mean that they approved of when and how he used the stick. Biden agreed to give Bush the authority to use force, but he was concerned about Bush's judgment. That's why he tried to get a resolution that only allowed the use of force when all diplomatic means were exhausted.

They gave him the authority, okay. Biden knew what that meant, even though you don't. The Commander in Chief decides if it necessary.
