I'll tell you why he's wrong.

A) Because the Production Sharing Agreements (PSAs) will only come if the democratically elected government of Iraq agrees to them, which they will probably do because they desperately need the foreign capital to invest in their oil assets and the only way foreign capital will invest in such a risky endeavor is if the Iraqi's agree to the PSAs.

B) Moyers conflates the no-bid contracts with the PSAs in that the no-bids have very little to do with the PSAs save that in those contracts it granted American and Western firms the right of first refusal; meaning that other countries can bid but our companies would have the right to counter their bid with a higher offer when it usually would go to the country which offered the initial highest bid, but that just means the Iraqi's will get more money if a non-U.S./Coalition firm made the initial highest bid, besides these other firms didn't spend billions or spill their blood to liberate Iraq, so why they hell shouldn't Coalition firms get the right of first refusal???

The no bid contracts only had to do with technical assistance not with actual oil sales or profits, save for the right of first refusal clause, but Moyers being the no nothing hack that he is, doesn't even bother making that distinction.

C) It would have been far more economically sound for the oil companies to have pushed for a lifting of the sanctions against Iraq, because A) it would have left the stability of the Baathist regime in place rather than the horribly unstable situation which is there now meaning that any investment there is very very risky, and B) Saddam offered the U.S. huge and exclusive oil concessions right before the war in order to stop the U.S. from toppling him from power.

That statement puzzles everyone but FOX News Bobbleheads and Rush Dittoheads. I'm sure that is news to the overwhelming majority of Iraqis, including the Maliki regime who want all foreign forces out of their country immediately. It also puzzles the majority of Americans who think it was a sad mistake.

The Iraqis want to keep their own resources nationalized, and are capable of doing the job themselves. That way they keep the lion's share of the profits for their own country, instead of allowing corporate pirates to seize it. "Democratically elected" is a comical term to use for any government that is under the gun of Occupation, but even a puppet government such as this wants no part of the oil company's greedy designs on their petrol.
