I honestly don't believe that we go looking around the world for innocent people to blow up, and from the context of his words that meaning comes across clearly.

Again, I don't think that anyone implied that we do. The point is that it happens. Whether it happens on purpose or by accident, it doesn't change the fact that it is wrong.
