now if the good folks who want to overthrow their government indicate they are aligned with our interests, then we should assist them with arms, money and other political influence
but the burden to overthrow a repressive regime is still on THEM

they didn't want it bad enough in iraq to revolt against saddam
and we (clinton) failed to arm the kurds when they were in a position to fight him for their independence. opportunity lost
