This is true. McCain never tries to hide the fact or dodge the question if it is asked legitimately and not used as a club to beat him with. He's a man.

No. But I think that making Russia believe we will back up our threats makes it less likely we will have to go to war.
A necessary condition of
most wars is that the other side must have doubts about your will or ability to fight.
The USA and the Soviet Union were both bristling with weapons and systems and armaments of all types to use on each other and both sides knew that the other was serious.
That is why we never went to war.
If one side thought they had an advantage which would have altered the equation such that their side would not have been obliterated they MIGHT have launched a first strike.
