Good lord, how about you quote the whole thing from the article. It's just a few more words, and changes the meaning immensly:

And just because he smiled while saying it is no justification for it.

Now, had Bush done this, the opposition and press would have certainly had a few comments and labels, like Stalinist for Bush.

I've merely pointed out he has a bad habit.

No, Bush just got pissy and dodged questions when he didn't like them. I'm not saying that Obama is perfect with the press, but when a person nitpicks over every single thing that the man does, it gets really hard to separate them from the legitimate complaints. He was obviously joking with them.

Virtually all politicians dodge.

Obama has dictated what the press should and shouldn't do.
Vast difference.
It's not the first time, and this history goes back to early in his run.
A president, the most powerful man in the world, or candidate doing this is terrible precedent.

Bush often stated opposition voices and press were all part of the deal... and laughed about it.

Dictating to the press how they should behave is not a nitpick.
