It's funny how dishonest that article you posted is.
Trump made a promise that he would
save all of these jobs, and we cannot rest until an ironclad contract is signed to ensure that all of these workers are able to continue working in Indiana without having their pay or benefits slashed.
Please click through to the "On The Issues" page linked to and show me exactly where Trump promised to "save all of these jobs".
Pro tip: you won't be able to find it because nowhere in any of the comments Trump is quoted on does he promise to bring back "all" of the jobs.
He simply promised to bring back jobs.
And it would appear that he's done so here, or rather prevented them from being off-shored.

It mentions 700 jobs that are still in limbo, but comes right out and says that it is unclear what the status of those jobs current is.
Just a short few months ago, Trump was pledging to force United Technologies to “
pay a damn tax.” He was insisting on very steep tariffs for companies like Carrier that left the United States and wanted to sell their foreign-made products back in the United States. Instead of a damn tax, the company will be rewarded with a damn tax cut. Wow!
What Trump actually said was this:
"You're gonna pay a damn tax
when you leave this country and you think you're going to sell product because we're all so stupid. If I were in office right now, Carrier would not be leaving Indiana, that I can tell you."
So Trump didn't just promise to arbitrarily impose a "damn tax" on Carrier, but rather impose a tax "when you leave this country".
Beyond that, Trump said that if he were president, "Carrier would not be leaving Indiana".
At no point did Trump say that he wasn't willing to make some concessions to Carrier in exchange for keeping those jobs in the U.S.
After all, he's not the king and can't dictate to a private business what they will and will not do.
So it would seem that Trump has been misquoted here at every single turn, did exactly what he said he was going to do, and scored a huge win for the citizens of Indiana employed by Carrier and the American economy more broadly.
You know, you'd think that any American would be happy to learn that his president just saved 1000 badly-needed, good-paying American manufacturing jobs from being sent to Mexico but the mindless ideologues would rather see their fellow Americans jobless than celebrate a victory that comes from the other side of the aisle.
It's pathetic.
