No, Walker proves that combating ISIS is a priority and policy staple of virtually all front-runners in either party at the moment, save for Bernie Sanders (if you can qualify him as such.) Falling short of committing more troops than the rather paltry amount deployed currently is, in reality, a rather austere approach.
