My friend went to Katrina, and I remember him telling me how many people showed up in NOLA and had no clue what needed to be done exactly, since they weren't with any group organizing them. You need an outside group organizing and coordinating people in a disaster. Ask anyone who has ever worked in disaster relief.

FEMA doesn't just grab random people off the street to assist in disasters.

Sure, people can just up and go help somewhere on their own, but they will have far little effect. It's better to actually have some training and be a part of a group that's recognized for helping in certain situations. Otherwise, you'll most likely be denied entry. Random people people trying to help in disasters when they don't know what they're doing quite often make the situation worse and increase the number of people requiring rescue (to include themselves)

And they didn't grab random people off the street. There is a process for volunteering with FEMA, and they highly recommend you take a disaster class prior to volunteering.

Yes, but its easier to have the infrastructure and lines of communication already in place than trying to build it there on the ground.
