Those who would judge a Presidency by isolating two specific policies of said administration doesn't deserve to be taken seriously. Historical policy analysis is extremely complex and a multitude of variables, both economic, social, and international must all be taken into account not only in isolation but in combination with contemporary, past, and future circumstances. A serious analysis of Truman's or Bush's Presidency could fill up thousands upon thousands of pages. I'm not saying you are wrong, but I do not feel what "most people" remember about a President is truly important.
