That being a successful Governor does not mean that you will be a good President. Senators and house reps have experience in Washington. Govs only know their State, which pretty much runs itself.
 
Govs sit in the big chair and have ultimate responsibility. Bush has also been very successful as a business man. Washington, tallahassee. Its the same concept, a house, a senate, supreme court etc.

Being a gov is a proving ground for potus
 
States run themselves? Thats a very centralized gov statement.
