I can answer that. He was giving America the impression of foreign policy success in the middle east, and the defeat of Al Queda and/or the Taliban. Having a terrorist attack on a US embassy and recognizing it as such proves his foreign policy failed and basically ruins all the ground he made regarding this in his political image.
So just one terrorist attack makes his entire foreign policy a failure? Cause if that's what you're suggesting, it's nuts.
Also, regarding your comment about Al Qaeda and the Taliban, the investigation appears to still be ongoing. It's not yet known if the terrorist attack was conducted by either (and if geography has any influence, it's unlikely to be the Taliban)..
