and believe it or not, you can own a .22 magazine of unlimited capacity in NYC for a rifle.

Nothing new here. I've been aware of various devices that work on this principle, to produce this result, since some time in the early 1980s. It's likely that they've been around much longer than that.

By definition, a fully-automatic firearm is one where one pull of the trigger will cause the weapon to fire more than one bullet—usually continuously as long as the trigger is held or until the magazine runs empty.

Firearms equipped with devices such as this are not truly fully-automatic, because the trigger must still be pulled once, for every one bullet fired. They simply allow the gun to jump around from the recoil, such that the trigger keeps hitting the firer's finger, causing the trigger to be pulled in a rapid manner.

Of course, it's nearly impossible to shoot with any reasonable accuracy in this manner. Aiming a gun so that the bullet goes where you intend it to go rather depends on the gun not jumping around in the manner that this sort of device allows.

Much better to fire one bullet that goes where you mean it to go than any number of bullets sprayed in random uncontrolled directions.
