Most people interpret this to say that women should be allowed to roam around topless, just like men. Personally, I think men should be required to wear shirts in public, just like women.

You're allowed to go around topless, regardless of gender, if you weigh less than 200 pounds. I think that's fair.
It should also extend to weight limits for women with bikinis and men with speedos.
