The purpose has nothing to do with the victim being "gay" persay, it would be the same, and just, if the hate had been based because he was a Jew, or black, or poor, or disabled or a woman. It has everything to do with the particular problem of "hate" against any group. That kind of hate erodes entire communities and areas. It is learned. Just as those who are fighting the KKK in the south have found. It breeds lack of empathy in the community and allows violent gangs of all types to take hold. It allows pressure to conform to the majority even when human decency says it is unacceptable. The founder of the KKK himself disbanded the organization for that very reason, it was intended to be a young mans social group.
