Harnessing rarely touched power sources

Given the growing interest in green power sources for the future, I heard of one idea which I think should give almost 50% of the population an almost free and renewable source of power. This idea deserves a MacArthur Genius Grant, in my opinion. I personally would love to see it in action, implemented across a wide variety of users who can fill its requirements.
