With technology expanding at exponential speed how does the Mars project guarantee the latest & greatest technology for the astronauts at liftoff day?

It doesn't guarantee that.

You actually want something slightly older than the latest and greatest so that it has had more time to mature.

Imagine launching a Mars trip with a Galaxy Note 7 on it!

Exactly, or a Windows ME, or Windows 8. We don't need the latest and greatest, just reliable tech that does what we need it to do.

Remember those floppy disks that run the missile launching?

Makes one wonder why they upgrade technology at all. "Houston, we have a problem".
