The breakthroughs are unnecessary. It is politics that prevents National Renewable Energy programs.

I will agree partly with that. There are other energy suppliers who don't want to have their means of energy creation disrupted. Then there are those who fully support renewable energy projects....as long as it isn't in their back yard. Then there are agencies who would like to see it go in, but, "we have all these regs which say you can't and we're not going to bother to change them.

But efficiency and cost has also been limiting factors. So it's not just politics.

becoming reliant on 100% renewable energy will require massive public investment, and public support, and its just not there, part of the reason why is that we place the responsibility of making these advancements solely in a few corporations hands. Rather than publicly investing in major projects and major research.

You are correct, the current laws governing grid attachment are all over the place.
Some favor the homeowner in the extreme, some allow the utility to simply keep any surplus power.
The plans that favor the homeowner, cause the utilities to limit how many can attach.
the other end offers quite a bit less incentive to go solar.
The Federal government could specify a plan in which all of the participants would get some benefit.
 
Good news. I have a great deal of faith that science can solve problems as long as politicians stay out of the process.
