House Republicans Push Bill to Shut Down White House 'Czars'

House Republicans have President Obama's "czars" in their crosshairs once again, introducing a bill this week that would effectively shut down their offices.
The bill, authored by Rep. Steve Scalise, R-La., is a revamped version of a proposal that went nowhere in the last Congress. But with Republicans in charge of the House this year and a particularly combative Republican in charge of the committee that will be considering the measure, the proposal might have a fighting chance this time around.
"We're hopeful for this one," Scalise spokesman Stephen Bell told FoxNews.com.
Though the definition of a "czar" is muddy at best, it generally refers to top-level administration officials who don't have to go through the Senate confirmation process. The Scalise bill aims to be a bit more specific than that, defining a "czar" as the "head of any task force, council, policy office within the Executive Office of the President" or similar office, appointed "without the advice and consent of the Senate."

I both applaud this, and worry it may hamper future administrations that seek to get a specific task done, without the wrangling of a Senate confirmation.

What I'd find absolutely hilarious, is if they pulled it off, then rienstated Czars when and if they get back the White House... you watch, it'd happen too.

Otherwise, how about we just have a bill that would require the press to stop calling them Czars, irks me...

Both sides have pulled stunts like that. Remember Mass. when they changed the rules about who chooses a Senator when a vacancies arises? They feared if Kerry won the Rep Gov would get to choose the Senator, so they changed the laws, but when Teddy died they changed it again.

Funny, they never had a problem when Reagan or the Bushies had Czars.

This is just another example of the GOP/TP playing on peoples ignorance about the word Czar (the Foxie fans think it has something to do with red Russia) Thank GB for dumbing your viewer down another level.

What a joke--you're applauding it is embarrassing.

Doesn't surprise me in the least.

I support limiting the ability of the executive branch to implement policy, such as with the czars. However, I smell partisan hackery, rather than actual limitation of overreaching government power. Just targeting folks that Obama has propped up does nothing to rein in the powerful, and just promotes one side's agenda.

It helps if you understand the problem.
List of Presidential CZARS
Ronald Reagan 1981–1989 1

Reagan didn't have Czars, he had a Czar to deal with a single issue.

Now you do have half a point with Bush.

George W. Bush 2001–2009 32

He had 32.

There is however a small caveat to that.

Also note that under George W. Bush only 32 Czar titles had been currently found, thus only 32 Czars, although many of these titles were used by several distinct individuals. For example, there has been an Assistant Secretary of Labor for Mine Safety and Health since the passage of the Mine Safety and Health Act of 1977, but the phrase "mine safety czar" was only applied to the position since the controversial appointment of Richard Stickler to the post in 2006. Similarly, there has been a director of the Office of Information and Regulatory Affairs since the office was created by the Paperwork Reduction Act of 1980, but the term "regulatory czar" was not applied to the post until 2001.

Have they cited the constitutional basis for this bill yet?

Every time a Czar is appointed, an angel gets its wings. Oops. I mean a blame is routed.

Yes but Obama has the most unconfirmed Czars of any President since the positions were created by Franklin D. Roosevelt.

-17 of 19 unconfirmed under Roosevelt
-5 of 6 unconfirmed under Truman
-0 of 1 unconfirmed under Eisenhower
-1 of 3 unconfirmed under Johnson
-5 of 5 unconfirmed under Nixon
-2 of 2 unconfirmed under Ford
-2 of 3 unconfirmed under Carter
-1 of 1 unconfirmed under Reagan
-0 of 3 unconfirmed under Bush I
-7 of 11 unconfirmed under Clinton
-27 of 47 unconfirmed under Bush II
-33 of 44 unconfirmed under Obama

Some Czars are Senate confirmed. I think the removal of unconfirmed Czars should be the more appropriate approach.
