Fiscal Policy and Redundant Jobs in the Private and Public Sector

One of the biggest obstacles to economic efficiency in the United States is that special interests in both sectors of the economy resist efforts to produce alternatives to the products and services they provide. To disarm these institutions and movements, should a welfare agency be formed to train any person whose job gets eliminated in a new skill? In order to be an effective deterrent, that includes expense of living as well as education.

The justification is that since we'll be spending money on maintaining their redundant job anyway, we should be redirecting our society's efforts toward the preferred situation. A transition to superior employment is better than continuing redundant employment.
