I've never seen them work. However I don't think that means they can't work. Regardless, I think they are weak, ineffective and historically have failed while doing nothing.
 
Sanctions don't work very often.

They may change the behavior of a belligerent nation slightly but will rarely accomplish the intended goal.

IMO they should be tried before the shooting begins.
 
They can work, but only when the nation absolutely needs what we're sanctioning and has no other alternatives for getting the products or services we're sanctioning. As such, they only work rarely because most of the time, there are alternatives.
 
As set up, they do not work.
Maybe they are in place to pacify stupid men.
Who knows, our law-makers should look into this, unless they are of those men in the second sentence.

Sanctions typically don't hurt those who need to feel the pain, the rich, the powerful, the "leaders" of countries we sanction.
Example...North Korea. As long as "dear leader" has his fine wine and his internet porn sites, he doesn't even know his country is being sanctioned...
 
hmmm it depends on what you mean by work. It did make them pretty angry and contributed to the rise of nationalistic militarism.

Inflicting hardship upon a government typically means inflicting it upon that government's people. This can shut down development in the country and make people more worried about their next meal than how much of a jerk the guy in charge is. If support for the government is already low and the government needs a certain good barred from them by the sanction, the government can be pressured to change its actions by sanctions. Unfortunately, most of the time sanctions just direct the people's anger away from their government toward the outside. A similar thing happened in 1984. The government used the hardship of war with the other countries to turn the masses angry, ultra-nationalist and therefore, pliable. We have seen Castro, Ahmadinejad, Saddam Hussein, and Japanese Militarists do this.

Generally speaking, no. The usual effect of sanctions is to hurt the average person in the affected country, making them even more dependent on their government for support and entrenching dictators. There might be some rare exceptions where they've been effective, but the overall track record of sanctions is not positive.
 
Sometimes. There is also sometimes a lack of effectiveness due to weak enforcement or other powers taking advantage of the situation and work with the state that is sanctioned.
 
Sanctions only work against nations that care about their economies. You aren't likely to make a power-mad dictator change their behavior simply by starving a few more of their people. However, the threat of sanctions is quite effective against more reasonable people.

The problem is that more often than not a nation where sanctions are necessary is lead by one of those dictators who could care less about his people.
