    Obama intentionally wrote a crap budget to gracefully avoid the serious issues and just trudge on with his bull**** idea of 'what's important'

    Government *won't* shut down - tossing that around is like the Y2K scare. And that won't happen (them not approving it) - they continually approved extensive funding for a war they claimed to oppose - so Congress never knows what it means to not vote in a massive spending bill.

    Republicans, Tea Party, or Democrats - they're all in the dirty business of not doing the *right thing* - always.

    As this point, the answer is both. But potentially it could be either, if one side works for a compromise and the other refuses to compromise at all. Remains to be seen if we will get to that point.
