Presuming this "sting" was not deceptively edited, that manager crossed the line when she suggested lying, and ways to avoid PP's mandatory reporting policy for underage minors. However, she is correct that underage minors can receive examinations, pregnancy tests, STD tests and treatments, and, yes, abortions without parental consent. That's how it should be.
However, this sting puts the clinic in a real quandary, choosing between reporting the young girls' sexual activity, which violates medical privacy laws and would potentially result in the girls not getting needed treatment, or treating the girls and violating PP policies. That's exactly the quandary these sting instigators wished to lay out on film... basically a lose-lose situation for PP.
That said, this PP manager should be investigated. It's one thing to be in a quandary about opposing policies, and quite another to suggest lying and give the pimp "business" advice on further exploiting these girls.
