I try to avoid them as much as possible. A tan and some lotion and I see no need for them.
twenty five years ago I never saw a woman in federal court (other than a deputy marshall or a prisoner) in anything other than a skirted suit and hose. Now pantsuits, bare legs and tights are much more common though the big bucks civil firms that's still pretty much the rule especially for the associatesl
I almost always wear slacks to work. Feels more business-y somehow.
I use them to strain paint.

Why do people think that pantyhose *keep* you warm?
When I was a kid my mom insisted that they somehow magically would keep my legs warm if I wore pantyhose with a short skirt.

well, when worn under the uniform they did provide some added insulation and didn't add much weight/restriction of movement. I agree that on bare leg they provide zippo for wind resistance and insulation.
Some of the guys on the swim team would wear them during practice. It caused more resistance for them through the water, which made them work harder during practice, getting them faster. During meets, they would shave their legs to ensure as little resistance as possible.
