In a plutocratic state, elected leaders are basically figureheads existing mainly to exercise the passions and distract the attention of the public from how decisions are actually made. This doesn't rule out the ascendence of a dictator - in fact, it probably guarantees it - but at that point opinion polls hardly matter.
