Provided that an employee's after-hours activities don't impact their ability to perform their job, it is no business of the employer or anyone else. If the teacher had a medical marijuana prescription in my state, none of the stated behavior would be grounds for termination.
None of the things listed are any indication that this person would not be an excellent teacher. I don't care what they do in with their personal time as long as it doesn't affect their ability to do their job.

So long as the teacher wasn't doing anything illegal or doing anything that would directly interfere with their ability to teach, it's none of anyone's damn business what they do on their own time. However, when it comes to illegal things, like drugs, it doesn't matter if they're a teacher, anyone I found doing those things would get reported, not to the school, but to the proper legal authorities.
If the teacher is doing any illegal drugs more serious than weed I'd report them. But if they are coming into work smelling or looking like they've been smoking weed, I'd report that as well.

Only things I would report is drug use and any crime that is a felony. Otherwise what they do is up to them. My kids come before any teachers wants.
