    No it is not, and obviously you do not understand how sole-source (no-bid) contracting works.

    For added fun, add in a graph that shows entitlement spending as a% of total revenue.

    Maybe more 1 to 1. I'd get us out of our trillion dollar + wars what have been going no where, will go no where, and will lead no where other than more debt and more dead Americans.
