I think the majority of whites in the USA are against illegal immigration and that will only increase

There is a difference between an illegal immigrant and a hispanic. You just demonstrated why hyperbolic arguments do not work.
 
If that is what the majority of the people want, and it is efficient and workable to do so, then since the government is of the people, it is the people's decision for this to occur. Government evolves with how society evolves.

But government's role is to also maintain a system in which the 'evolved' society an persevere. If society evolves to want XYZ but they don't want to have to pay for XYZ, then we have a problem. The government cannot be so flexible that it gives society what they want at the cost of society's own eventual demise.
 
Name a few.

Maybe he's talking about the ethnic cleansing schemes and all of Stalin's programs that killed more people than they helped (like some canal that turned out to be pretty much worthless).
 
I would add national defense and conducting foreign policy.
