William Henry Harrison too-now that is two of the real superstars of the White House. One guy did nothing because he died (though he was a well respected military leader (as Long as you weren't an Indian)), the other guy didn't die and accomplished even less.
 
I liked Carter from the standpoint of domestic policy, but his backing down from the Islamist takeover of Iran helped embolden the entire movement. He is his generation's Chamberlain, and his post presidential actions make him look like his generation's Quisling.
