There are a fair number of people born in this country, citizens by birth, who are more comfortable reading Spanish.
And yet we explain the voting system to people who speak English if they need it.
Who cares about their comfort? If they are too lazy to learn conversational English, they don't deserve the right to vote.
Besides, can't they bring their own interpreters?
