    Are you talking about letting dogs run around the streets like cats? Because I don't like that...but if they are on a walk with the owner or playing fetch in the park they don't have to have a leash obviously.

    I have no problem with approaching a member of public and reminding them it is illegal for the dog to be off the collar on a public street and can be fined up to a 1,000 for breaching dog control orders

    It should be on a leash because any animal no matter how tame the owner claims it is, is a potential danger to people that the animal doesnt know.

    And the owner is 100% liable, yes. But that's that, the owner can take the chance with the dog and if the dog acts out or does something wrong then they owner is in trouble for it. If you have a well behaved dog, then being off the leash isn't going to be a problem. I don't have a huge problem with dogs off leashes, most dogs are pretty alright around humans anyway. If your dog listens to you and is behaved enough to not need a leash, then I don't see it proper place for the government to say you have to have one. Ultimately, make the owner responsible for everything and you can regulate it that way.

    I answered from the perspective of a citified Chicagoan. In the country, I'm a lot more lenient about the need for leashes. In the city, the dog should always be on a leash when not fenced in on all sides.

    City people don't train their dogs the same way, typically.

    I'd say all dogs in moderately populated areas need to be on a leash, no matter how well trained. Dogs are animals and prone to do things unexpected, even the trained ones. If you're in an area that sees little human or canine traffic, unleashed is fine as long as the dogs are trained.
