If he wants to take the risk, it's his decision. Social Services should be allowed to inform him of the risks but not stop him from climbing it.

Social Services has absolutely no business, or jurisdiction, in what this boy, and his family, do for recreation. ****, this kid has more experience than most adult climbers. And to think, he's not even in his physical prime yet.
