In the end the consumers end up paying for it all due to raised prices. I would never in my life go out to eat and not tip unless I got crap service and then I will leave a small something but not a lot. Why do I leave anything for crappy service? Because I been there and done that job.
The way it stands now? I do not really consider tips as part of going out to eat as the tipping part is -as of now-all about something called service. You do not deliver it? Do not expect a tip. Should you go out to eat thinking you are gonna leave a tip? Sure. But if you do not get the service you desire? The tip you leave should reflect that.
Also I do think poor people who can hardly afford to ever go out and eat should be able to treat themselves every now and again. Maybe they cannot even eat at the place I am waiting tables at if they must leave a tip. I even had a few people tell me upfront they could not afford to leave a tip. Did I get all pissed? Nope. I waited on them with as good of service as I would have anybody else. Did I get bummed I was not gonna get a tip? Sure but loved their honesty upfront. Do I know they were really poor? No. That was the thing really bothered me. But oh well.
